TO SELECT A FINANCIAL PARTNER FOR THE ESTABLISHMENT AND OPERATION OF MINI-BANKING AGENCIES AND MOBILE MONEY BOOTHS IN CNSC TRUCKER ACCOMMODATION CENTRES

 

1. CONTEXT AND OBJECTIVES

 

 In line with efforts to modernise its trucker facilities and improve services offered to users, the Cameroon National Shippers’ Council (CNSC) has launched a Call for Expressions of Interest in view of the selection of a financial partner.
     This initiative seeks to set-up mini-banking agencies and mobile money booths at the CNSC Dibamba Trucker Accommodation Centre, with a view to extending these services to other CNSC trucker facilities (Kousseri, Ngoulentang, Garoua-Boulai and Ngaoundere).

 

 

The main objective is to provide truck drivers, local communities and other users with easier access to a full range of secure banking and digital services. The expected benefits include:

 

  • Enhanced attractiveness of trucker accommodation centres as modern logistics hubs;
  • Easier and secure payments for on-site services (motel, eatery, parking lot);
  • Improved user experience through the provision of local services;
  • Better corporate presence for the CNSC through the promotion of financial inclusion and digital solutions.

 

2. SERVICES TO BE OFFERED

 

The selected partner must be responsible for the design, financing, installation, maintenance and operation of banking service points comprising:

  • A Mobile Money booth: enabling deposits, withdrawals, money transfers and bill payments. The proposed solution must integrate the main Mobile Money services available on the Cameroonian market (Orange Money, MTN Mobile Money, etc.).
  • A mini-banking agency (Agency Banking): offering basic banking services such as account opening, transfers, balance enquiries, and withdrawal/deposit operations via point-of-sale (POS) terminals and other digital solutions.

 

3. ELIGIBILITY CRITERIA

 

Interested candidates must submit an expression of interest comprising the following documents:

 

       a)Presentation of the organisation: Company name, articles of association, trade and private property register (TPPR), Unique Identification Number, Certificate of Tax Compliance, and a detailed presentation of the company, its shareholding structure and its presence in Cameroon

 

       b)Technical and Financial Proposals:

 

-Technical Offer: Detailed description of the proposed solution (equipment, technology, operational processes, security measures, implementation plan). Particular emphasis will be placed on the partner’s ability to ensure high service availability and an optimal user experience.

-Financial Offer: A detailed financial proposal including installation costs, transaction fees (in line with current rates such as those of UBA), maintenance costs and the revenue-sharing model with the CNSC.

 

     c)Compliance and Authorisations: Certificates of compliance and authorisations issued by the competent regulatory authorities (notably BEAC and/or COSUMAF) for the conduct of banking and payment services.

 

4. SUBMISSION PROCEDURE

 

Expressions of interest, drafted in French or English, must be submitted in four (04) copies (one original and three copies) against an acknowledgement of receipt, to the Procurement and Contracts Service of the Cameroon National Shippers' Council in Douala, at the Centre des Affaires Maritimes, 11th floor, IGH Building, Tel.: 233 43 67 67 Fax: 233 43 70 17 not later than 11 o’clock local time on 23 July 2026 and should be labelled:
