The Minister of Transport, Mr. Jean Ernest Massena Ngallè Bibehè, presided over the meeting held at the Ministry of Transport to present the findings of the Joint Committee tasked with overseeing the compliance of the Cameroon National Shippers’ Council (CNSC), recently transformed into a public corporation by Decree No. 2025/314 of 16 July 2025 signed by the President of the Republic.
Alongside CNSC's General Manager Mr. Auguste Mbappe Penda on the front row, the meeting was also attended by several public administrations and sector players in cross-border trade and cargo transport from Cameroon, Chad and the Central African Republic.
The committee, established for a period of one month and coordinated by the Secretary General of the Ministry of Transport, H.R.H. MVEIMANI SOMBO AMBA, was tasked with adapting the CNSC’s operating procedures to its new status as a public corporation.
The committee's work helped identify avenues for modernisation with a view to strengthening the strategic role of the CNSC in the development of logistics infrastructure and sub-regional trade.
The report presented, however, highlighted a number of constraints, including a lack of investment, poor coordination between stakeholders and delays in the digitisation of procedures. The Committee also emphasised the need to modernise existing mechanisms for the issuance of transport documents, notably the Consignment Note (LVO), and to strengthen the interconnection of digital platforms.
The Minister for Transport reaffirmed the Government’s commitment to making the CNSC a key actor of Cameroon's economic competitiveness. In conclusion, he called for the establishment of a monitoring and evaluation mechanism while also calling for improved collaboration between sectoral ministries to ensure the effective implementation of the reform process.
