The Directorate General of Taxes will, from 15 September 2022, implement a new online procedure for the registration of transfers of pre-owned vehicles, within the framework of the modernization and simplification of tax procedures launched several years ago.

In a statement issued on 31 August 2022 by the Director General of Taxes (DGI), Mr. Modeste Mopa Fatoing specified that "(...) the online declaration of transfers of pre-owned vehicles will henceforth be made solely on the basis of the Inspection and Identification for Vehicles Imported into Cameroon (Civic) forms for imported vehicles, or the chassis number for vehicles acquired locally".

For a better understanding of this change, the DGI invites "persons concerned to approach the specialised vehicle registration units where appropriate assistance is provided".

As a reminder, the online declaration of transfers of pre-owned vehicles via the website of the DGI was launched during the year 2017. Data from the Ministry of Finance indicates that this reform has brought about an increase in revenue collection from 200 million CFA francs per month, to nearly one billion CFA francs over the same period of time.

Taxation documents indicate that any transaction involving a used vehicle will be subject to the payment of taxes and duties such as registration fees calculated at a rate of 5% on the value of the vehicle purchased; stamp duty on the vehicle registration certificate, the rate of which is set at CFAF 3,000 per horsepower (CV); axle tax for used vehicles with a payload of more than 3 tons, the rate of which varies according to the payload; and stamp duty on the size of the vehicle at a rate of CFAF 1,000 per page.
