CAMEROON NATIONAL
SHIPPERS' COUNCIL

Within the framework of the implementation of the amendment to the SOLAS Convention, it was decided that the Electronic Cargo Tracking Note (ECTN) shall be the official document to carry the verified gross mass (VGM) information for packed export containers in Cameroon.

To this end, the CNSC has put at the disposal of exporters a secure and easy system of channelling VGMs and related supporting documents to the CNSC. The latter are integrated into the export ECTN according to two main methods:

1. On the website www.masse-brute-verifiede.cm :

a). After creating an account, the shipper has the possibility to make their VGMs declarations via an electronic form designed for this purpose. Once completed and the supporting documents attached, the form is submitted to the CNSC which validates it;

b). When creating the export ECTN, the shipper identified through their taxpayer's number, is given access to all the VGMs data relating to such a shipper. The shipper then selects only the data concerning the consignment being shipped.

2. Automatic transmission of weighing tickets:

a). CNSC-weighing station-owner interconnection work has been successfully conducted with some weighbridge owners to whom the CNSC directs exporters who need to weigh their containers;

b). VGMs are automatically sent to the CNSC without any human intervention. This reduces the risk of falsification and increases the reliability of VGMs;

c. The establishment of export ECTN is done in the same manner as explained above.
